In March 2007, he was appointed as Adjunct Secretary of the Pontifical Commission and later succeeded Msgr. Perl as Secretary. Up to that time, he had been Undersecretary of the Congregation for Divine Worship and the Discipline of the Sacraments. He had previously worked in the Secretariat of State and the Congregation for the Clergy. He was also a canon of the chapter of the Vatican Basilica. He was 72 years old.
